Detective Saguru Hakuba returns from London and vows to capture the Phantom Thief Kid. He becomes a classmate of Kaito and observes Kaito refusing concert tickets with Aoko Nakamori. Saguru proposes a bet: if Aoko captures the thief, he takes her to the concert; otherwise, Kaito wins. Saguru traps Kaito in a basement with a single gas mask. Kaito claims the mask and escapes disguised as Saguru. However, Saguru had bolted the goddess statue to the ground. Ginzo Nakamori shoots Kaito Kid's escape balloon, forcing him to fly away. Both Saguru and Kaito end up in the hospital with injuries, vowing revenge on each other. Ginzo successfully takes his daughter to the concert.
