Heiji, Kazuha, and Kasukawa are held hostage in an attic. Conan, Ran, and Kogoro search for them using clues from a phone call. They investigate Detective Kasukawa's home and find evidence Heiji was there. Conan discovers a memo mentioning Kenbashi City and the Ito Residence. The group investigates people with the surname Ito but finds no information about Heiji. It is revealed that Heiji is held by Misari Ito, an attorney leading a tax evasion group. Ito demands Heiji solve a code created by Kasukawa. This code contains a seven-digit-code for a safe box holding evidence of her scandal.
