Heiji Hattori investigates a suspicious man near Ryoko Morozumi's residence after Kasukawa requests assistance. An arsonist known as the Red Horse, named for figurines left at crime scenes, has targeted three precincts previously. With Ryoko's home on the fourth list, the group suspects the man is the culprit. During their surveillance, the house burns down at night. Four individuals are considered suspects: salesman Takanori Genda, Feng shui reader Misao Soga, Ryoko's sister Keiko Gondou, and her husband Akira Morozumi. Because Soga, Gondou, and Morozumi have alibis, Genda becomes the primary suspect in the case.
