Tobi sends Sasuke and Karin away to heal, then explains his goal to unite humanity. He reveals that Nagato’s Rinnegan allowed him to translate the Uchiha stone tablet at the Naka Shrine. Tobi describes how the Sage of the Six Paths sealed the Ten-Tails, the original form of the nine Tailed Beasts, into the moon. He states the Akatsuki seeks to gather the beasts to revive the Ten-Tails and cast the Infinite Tsukuyomi. After revealing Killer Bee’s capture was faked, Tobi declares the Fourth Great Ninja War when the Kage refuse to surrender Bee and Naruto. The Kage form the Shinobi Alliance, with Mifune and Chojuro offering support, while Naruto seeks out Sakura, Kiba, Lee, and Sai.
