A global disaster known as "Hammer of Eden" killed six billion people and submerged 90% of the land. Fourteen years later, the New United Nations was established to promote peace in the devastated world. A boy named Keel lives in Yabitsu, a town that thrived thanks to energy from a nuclear generator introduced after the disaster. Aoi, Keel's relative, serves as the New United Nations' secretary general and believes the catastrophe offers a chance to build a cooperative world beyond racial and religious divisions. Her attempts to achieve this vision face resistance from nations unwilling to adapt. Gould, a military leader, argues that only military force can establish order. With the nuclear submarine Ulysses and his crew, which includes Keel's brother Tean, Gould launches a coup and attacks Yabitsu to challenge the New United Nations.
