Nine turns himself in at police headquarters, demanding a press conference at 8:00 p.m. or he will detonate an atomic bomb prototype. Shibazaki learns from Shunzo Mamiya that the Athena Project aimed to restore Japanese morale after World War II defeat. Five, hospitalized due to her deteriorating health from these experiments, rushes to reach Nine. Twelve, urged by Lisa, joins the pursuit after initially feeling shame. Five’s men chase the police convoy on the Shuto Expressway but discover the truck is a decoy. Enraged, Five disables Twelve’s motorbike and stops the actual truck. She kills her assistant, confronts Nine, and confesses her lifelong desire to defeat him. Acknowledging her impending death, she expresses her love, asks him to live for them both, and kisses him before committing suicide by igniting gasoline. Nine hijacks airwaves to announce the bomb countdown has begun, unmasking as Sphinx for his final farewell.
