The chief reveals FBI involvement, surprising the team. Nine dreams of Five and realizes she is continuing a past game. He shows Lisa subway bombing photos, shocking her. Kurahashi meets FBI agents, including Five, a researcher from the Nuclear Emergency Support Team. Twelve explains his synesthesia to Lisa. Five sends a Caesar cipher riddle to the public, revealing coordinates for Haneda Airport's International Terminal, a target for Nine and Twelve. Police are ordered to stand down by the superintendent general. Nine brings Lisa along to avoid detection by Five. Shibazaki and other officers disobey orders to converge on the terminal. At the airport, Nine discovers Five intends to play chess using the terminal as the board.
