Following a thwarted terminal bombing, media outlets attribute the incident to Sphinx. Police officers accompanying Shibazaki face suspension, with Shibazaki receiving a permanent ban. He consults his daughter Haruka about constructing atomic bombs using plutonium. Meanwhile, Five uses a stolen ID to locate Lisa at a hideout, sending a bomb that destroys the upper floor. Lisa escapes with Nine and Twelve to an abandoned video arcade, where Nine blames her for their previous base's destruction. Shibazaki independently investigates the National Archives of Japan, uncovering the Athena Project, an initiative by Rising Peace Academy to educate gifted orphaned children. He pressures politician Ichiro Fujiwaka for details, eventually receiving assistance from suspended officer Hamura. Lisa overhears an argument between Nine and Twelve before being captured by Five. Five holds Lisa hostage, displaying hostility despite initial feigned friendliness. Twelve receives a threatening message from Five and disregards Nine's pleas to focus on their mission, setting out to rescue Lisa.
