Gintoki and his companions are hiding with Katsura and the Joui rebels after opposing the bakufu. They are contacted by Nobume Imai and two Kiheitai members, who reveal that the Harusame pirates have betrayed Captain Kamui and Takasugi, a former ally. The Kiheitai hire Gintoki to locate Takasugi, who disappeared after his ship was attacked. Nobume also shares information about the Tendoushuu, a secretive group manipulating multiple factions, led by Utsuro, who resembles Gintoki's former teacher. The Yorozuya and Katsura travel to Rakuyou, Kagura's planet, aboard Sakamoto's spacecraft. There, various groups have gathered, and conflicts over old grievances and political disputes, along with the Tendoushuu's hidden agenda, lead to a large-scale battle.
