A criminal hijacks the Mach 5 during the Monte Carlo Rally. Speed later identifies the man, who is a famous gambler named Mr. Fastbucks, but cannot prove it. When he confronts Mr. Fastbucks, Speed is told his master plan: Mr. Fastbucks has bought up coal and train companies and by blowing up the world's gas supplies, he will become fabulously rich.
