Sakura is a loner and a high school delinquent who, as a member of Bofurin, has vowed to "protect this town." After interacting with the people of the town and experiencing a clash with the rival group Shishitoren, he becomes the grade captain for the first-year students. Just then, he learns of an emergency with Nagato, a childhood friend of Sakura's classmate Anzai. To save Nagato, Sakura enlists the help of Nirei, Suo, and his classmates and rallies towards KEEL's headquarters. However, he will have to confront Shingo Natori, the head of KEEL. Roppo Ichiza struggles in the fight due to the overwhelming number of GRAVEL forces despite them being beaten down one after another.
