Following their failed attempt to stop Satou, Tosaki blames Kei, who accepts responsibility. As governments prepare for Satou's third wave, some Ajins question their leader's commitment to their rights. Satou’s group captures a Self-Defense Force base, installing chemical missiles stolen from Mushashi Heavy Industries. In a broadcast, Satou demands the Japanese government transfer all authority to the Ajins within one week, threatening to exterminate all humans if he fails. Tosaki watches the broadcast and realizes the threat affects everyone, urging the group to intervene again. However, Kei refuses to participate in stopping Satou, leaving the situation unresolved as the deadline approaches.
