Satou reveals a new target, giving Tosaki’s team a chance to capture him, but Tosaki unfairly blames Shimomura for past failures. Chief Cabinet Secretary Mitsui displays new anti-Ajin weapons intended to stop Satou, though Satou’s group remains loyal despite doubts. Satou advises Nekozawa to leave as he plans to rule the country. Kei devises a plan to attack after Satou defeats the anti-Ajin forces. Meanwhile, Tosaki blackmails Sokabe to gain access to the Musashi Heavy Industries building for reinstatement. During the meeting, Satou attacks government forces using an EMP to disable electronics, causing darkness and communication loss. With the area in chaos, Kei decides to launch an offensive immediately rather than wait for Satou’s full plan to unfold.
