Hak escorts Yona to the Capital Fuuga, where Elder Mun-deok has departed for Hiryuu Castle. Meanwhile, Soo-Won requests endorsement from the five clan heads to rule the Kouka Kingdom. Mun-deok withholds support to avoid implicating Hak, then returns to Fuuga. The Fire Clan restricts water supplies as a warning, and Lord Tae-jun intercepts merchants carrying crucial medicine for Tae-yeon. To shield the Wind Clan from retaliation, Hak resigns as chief and departs. His final directives instruct Mun-deok to recognize Soo-Won as king and to shelter Yona, allowing her to live quietly as a common villager.
