Thetis, a monster serving Queen Beryl, assists Jadeite in executing his sinister schemes by enchanting a luxury cruise ship with her magical powers. Rei secures tickets for the vessel and, lacking a romantic partner, invites Ami to join her on the journey. Meanwhile, Usagi, driven by jealousy, conceals her identity by posing as a photographer. She subsequently sneaks onto the ship to trail Rei and Ami, setting the stage for a confrontation involving the villainous forces and the Sailor Guardians amidst the cruise setting.
