Teruto Kurabe wanders the streets holding bread when he encounters Sakura Banka being attacked by a thug. He uses a mysterious card to save her. Sakura assumes Teruto is highly skilled in Build-Divide and challenges him to a battle. She seeks a strong player to help her win Rebuild Battles and challenge the King. However, Teruto has lost all his memories.

Upon arrival, they find that all players have already been defeated, forcing them to search a different area. During the transit, Teruto becomes separated from Sakura and Hiyori when he is pulled into a crowd of protestors. In the ensuing confusion, a young man named Naomitsu Enjo appears to assist Teruto. Enjo voices his anger toward the system of Neo Kyoto, marking a significant interaction amidst the group's ongoing quest for resources and the unfolding social unrest.
