A mysterious beast attacks pedestrians and police in Tokyo. The 00 Cyborgs investigate and discover a scientist who tested a defective strength-enhancing formula on himself, transforming him into a violent sub-human creature. The scientist apologizes for his actions but accidentally drops a vial of his serum into an airline pilot's car. The pilot mistakes the vial for a vitamin energy drink. The 00 Cyborgs must intervene before the pilot consumes the serum, which would endanger the passengers on his flight.
