Light explains to Ryuk that he refuses to trade half his lifespan for the Shinigami Eyes, as he aims to become the God of a new world free from unpunished crime. He then conducts experiments to determine the limits of his control over criminal deaths, discovering that the Death Note is not omnipotent when prisoners fail to escape or draw L's face. Utilizing this insight, Light devises a strategy to expose his pursuer. He forces a drug dealer to touch the notebook, causing the man to hijack a bus before dying. During the chaos, Light activates his tracker, which reveals that the person following him is Raye Penber, a Federal Agent from the United States working for L and Watari.
