The incumbent mayor of Penguin Village chooses to take a vacation at a hot spring. Before departing, he requests that Arale assume the position of the new mayor for the town. Arale agrees to take on this responsibility and officially accepts the role. This transition occurs as the previous leader leaves for his holiday, leaving Arale to manage the affairs of Penguin Village in his absence.
