On the planet the Witch's Harp, a severe food shortage exists because nearly all sustenance is collected as tribute for the queen. The protagonists encounter a young man named Nichola who is killed over a small amount of food. Enraged by this injustice, Tetsuro and Maetel travel to the queen's island to dismantle the tributary system. Upon their arrival, they make a surprising discovery that alters their understanding of the situation.
