A recording device is found at the school, leading to Naoji and Ed being sent away for a student exchange while three students from a sister school arrive. Ishtar, one of the newcomers, delivers a charismatic speech that energizes the student body but unsettles Camus. She openly admits her intention to exploit student sympathy to infiltrate Rosenstolz and manipulate its management. Lui unexpectedly allies with her, though Ishtar later confesses her ambition to seize the king's position. In response, Lui reveals his true allegiance, denying he ever supported her and threatening to expose her schemes unless she departs immediately.
