Jagi punishes two brothers by separating them. He chains the younger brother, Aki, to a heavy rock and forces him to walk through the desert. Meanwhile, he uses a Hokuto Shinken technique to program the elder brother, Mako, to kill Kenshiro. Kenshiro encounters Aki and brings him home, where he frees Mako from Jagi's control. Kenshiro then travels to Jagi's headquarters. There, Jagi kills one of his own men for seeing his disfigured face. This confrontation sets the stage for further conflict between Kenshiro and the cruel Jagi, who rules through fear and brutal techniques. The narrative focuses on the rescue of the brothers and the impending battle against the masked antagonist.
