Masaya Kataoka pursues vengeance against journalist Tadashi Inagaki, who framed his deceased father for crimes. Hajime Shibata, knowing the terrible cost of the Hell Correspondence, attempts to prevent Masaya from using the straw doll. Shibata searches for evidence to clear the father's name instead. Masaya rejects this approach, believing it insufficient punishment. He proceeds to send Inagaki to Hell regardless of Shibata's efforts to find alternative justice.
