The Detective Boys visit a shrine honoring Shōin Yoshida and witness two men trying to steal a diary from Kimiko Kobayakawa. She reveals the diary holds a treasure location worth a country. Kogoro, Ran, and the boys decode the first clue, which shows a fox and carp with the text "Feed the carp to the fox." Kimiko interprets this as her local carp stream and travels to Tsuwano with friend Shigeru Kawaguchi and servant Tsuneo Kikkawa. Conan realizes the clue refers to an Inari Shrine by folding the image. They find a map of Hagi with instructions to reflect a castle in a cat's eye and look under a mouse. While exploring Hagi, Kimiko, Mitsuhiko, and Haibara are kidnapped by the thieves.
