Kogoro Mouri receives an anonymous letter directing him, Conan, and Ran to the Koura Inn in Gunma prefecture to apprehend a murderer. During the journey, they encounter Rokuro Tokubi and Kazuki Araiwa, who request a stop near a river where Tatsuhiko Numayama, an elementary school student, drowned eleven years ago. Suspicion arises regarding the past tragedy, especially after Banzo Numayama, the deceased's father and inn owner, destroys a memorial stone. That night, the group returns to the river after Ran loses her phone, where she spots a kappa silhouette. The following morning, Banzo is discovered dead in the attic, drowned in reservoir water similar to the location where his son's body was originally found.
