Diluted paint in the containers confirms this method. Tokubi confesses, stating Banzo ordered his son to disguise as a kappa to attract customers. Conan clarifies that Tatsuhiko actually wore the costume for this purpose. Finally, the kappa Ran observed is identified as Nohira, who was taking photographs in the river.
