Sakura tends to a critical Naruto as Tsunade recalls past exams that inspired hope. She meets Gaara to plan new exams, aiming to draw out Akatsuki. Gaara suggests holding the event in Sunagakure to expose internal coup plotters and the enemy. The first phase is set for Konohagakure and the second for Sunagakure. Tsunade sends Anbu with invitations as bait. A in Kumogakure is angry about the secret but learns of it via Darui. Mei in Kirigakure and Oonoki in Iwagakure reject the offer, suspecting war plots. All invitations are declined. Kakashi travels to Amegakure to meet Hanzou. This segment is part of the "In Naruto's Footsteps: The Friends' Paths" arc.
