During their exchange, Naruto notes the unity of the Kage, but Sasuke argues they will return to conflict once common enemies are gone, intending to control the world himself. Sasuke gains the advantage by mocking Naruto's lack of killing intent, though Naruto insists he does not wish to kill him. As Hagoromo fades, he instructs Kakashi to maintain faith in his students. Sasuke then declares himself the strongest and draws chakra from the imprisoned tailed beasts into his Susanoo.
