Twenty Faces and Chizuko escape from the research facility. Chizuko observes the destruction caused by the "Fourth State of Water" while Kohei appears on a rooftop, claiming to be Twenty Faces and stating his plan to steal Tokyo. The crowd surrounding the destruction enters a state of mass hysteria. They identify Chizuko among the people and decide to use her to stop Twenty Faces. As they chase her, Chizuko flees, but every time she escapes, more pursuers appear. Finally, when she is cornered on top of a building, Ken arrives in a new airship to save her.
