Spies attempt a covert rescue of Japanese president Youzou Kaburagi from Chinese faction leader Zongwu Liu.

Yukina Sonogi identifies the location of Japanese conglomerate president Youzou Kaburagi, who is held by Zongwu Liu’s Chinese military faction near a Nanjing riverbank fort. Zongwu intends to use Kaburagi as collateral for weapons and ransom to attack the Kuomintang. After encountering decoys, Yukina and Natsume Kagiya remain hidden in the forest while Aoi Miyoshi and Kazura Iha infiltrate the fort disguised as soldiers. They confront Kaburagi, who attempts to leverage his captivity for business deals, and knock him unconscious. Discovered, Aoi persuades Kazura to use his teleportation ability to escape the fort. It is revealed that Kaburagi signed a document authorizing weapon shipments to both allies and enemies.

Investigation into Sergei Krainev and Yukina's Brother Disappearance

Sakurai tasks the group with investigating Sergei Krainev, a Jewish Russian violinist suspected by the Kwantung Army of leaking classified military information to an unknown benefactor. Privately, Sakurai informs Yukina that her older brother Isao Takachiho disappeared in Manchuria following their father's death. Aoi and Yukina doubt Krainev is a spy after meeting him personally. During his town hall performance, they realize the fast section of his piece is a coded message intended for radio broadcast. Although they cut the power supply in time, Krainev continues playing for the love of his music.

Shadows Fall On The Big Four

Yukina receives a letter from her missing brother requesting a meeting, but a bomb threat targeting the Big Four department stores in Shanghai takes precedence. The attacker allows Yukina to read his mind to locate three remaining devices. While Aoi and Kazura search two other stores to defuse two bombs, Yukina and Natsume stay at their current location to disarm the third. The assailant is revealed to be Kuse, a subordinate of Isao with teleportation and telepathy abilities, sent to retrieve Yukina. Aoi discovers a young girl in one store and must evade Kuse simultaneously. The four spies eventually reunite, and Kuse retreats after being overwhelmed by their combined attacks.

Feng Lan seeks photos for her menu while a cat steals film containing a lieutenant's vacation picture.

Feng Lan asks Aoi and Kazura to photograph her restaurant's dishes to rival a Japanese competitor's realistic food models. Aoi agrees to secure a free baozi, while Kazura participates reluctantly as a professional. After the session, a stray cat steals the bag holding the menu film and another roll containing a summer vacation photo of a Japanese lieutenant. The duo must investigate the Green Gang to retrieve the lost items. They eventually discover that the cat was attracted to the bag solely because of the baozi scent, resolving the conflict without further complication.

Kazura investigates Nishio after finding him in a photo, leading to capture and torture by the Kuomintang.

Kazura identifies his former friend Nishio in a photograph taken by Aoi at a German delegate's residence, prompting an investigation into Nishio's location. He is subsequently captured and tortured by the Kuomintang, where he learns that Nishio serves as a spy for the Communist Party of China. Following his release in exchange for details about weapons smuggling involving the Comintern, Kazura visits Nishio's lover, Ailin, to discuss him. During the smuggling operation, Nishio evades authorities and encounters Kazura, who warns him that Ailin is waiting. Nishio ignores this warning and is later assassinated.

Isao's Pan-Asianist Ideals and the Mysterious Map to the Tea Parlor

Sakurai informs Aoi and Kazura that Isao may be connected to the Pan-Asianism movement. Shortly thereafter, Isao abducts Aoi, forcing him to listen to Asian delegates at a tea parlor while Isao promotes his own Pan-Asianist ideals and urges Aoi to join his group. Concurrently, Kazura, Yukina, and Natsume discover a map to the tea parlor left by Kuse. Upon arriving outside the establishment, Kuse attempts to stop them from interrupting the meeting. The group faces Kuse's efforts to prevent their entry as they try to uncover the truth behind the gathering and Isao's involvement in the political movement.

The Incident depicts Japanese perspectives during the Mukden Incident events in Manchuria.

This episode was streamed exclusively online between May 18 and May 30, 2010, on the anime's official website, replacing the TV broadcast of Episode 7. It was deemed too controversial for regular television because it presented the Mukden Incident from the viewpoint of Japanese characters. The narrative follows two young newspaper reporters traveling on the South Manchuria Railway who encounter Kanji Ishiwara, a Lieutenant Colonel of the Kwantung Army. Ishiwara is depicted as having helped devise the bombing to justify attacking Manchuria under the guise of self-defense. Other historical figures, including Seishirō Itagaki and Yoshitsugu Tatekawa, also appear in the story.

Isao reveals a weapon to the League of Nations while Sakurai investigates a prophetess.

Following the Mukden Incident, Japan seizes Manchuria within six months to establish Manchukuo under Puyi. The League of Nations dispatches V. A. G. R. Bulwer-Lytton to investigate, refusing to recognize the new state. Isao subsequently kidnaps the delegation, revealing a destructive weapon in the Taklamakan Desert comparable to an atomic bomb. He demands they report this to their leaders and relinquish control over colonized nations. Concurrently, Sakurai tasks the group with investigating a prophetess scheduled to meet Puyi. Amidst these political tensions, Aoi unexpectedly spots his lover Shizune Yusa, whom he previously believed to be dead.

Aoi pursues Shizune but faces Kazura before she vanishes after revealing her duty.

Aoi trails the convoy carrying his fiancée Shizune but loses her. He infiltrates her residence undercover, only to be confronted by Kazura, who poses as an imperial guard and disapproves of Aoi’s subordinate status. Aoi escapes with Shizune, and they hide in an abandoned house. Shizune explains she cannot leave due to her foresight ability and duty to guide leaders. Although Aoi vows to abandon everything for her, she disappears when he leaves to find a horse. Meanwhile, Yukina visits her brother Isao at the hotel where she and Natsume are staying. Isao allows her to read his thoughts, revealing visions of the atomic bombings in Japan. Yukina collapses from shock and wakes up traumatized by the disturbing images she witnessed.

Sakurai permits Aoi to stay while Yukina reveals a hellish vision before a Dalian mission.

Sakurai tolerates Aoi’s behavior regarding the prophetess, allowing her to remain with the group. Yukina reluctantly shares Isao’s vision, describing it as hell. During a mission at the Dalian port to uncover Chinese weapons smuggling from Germany, Kazura is ambushed by Westerners. Isao rescues him and reveals a secret base run by Ichinose developing nuclear weapons. Isao shares his ideals, influenced by the First World War’s end and the Treaty of Versailles signed in June 1919. Back at the port, Aoi and Natsume prepare a trap for Isao. Remembering a speech by Kanji Ishiwara from military school, a conflicted Kazura chooses to save Isao and teleports away. This action leaves Aoi, Yukina, and Natsume shocked by his decision.

Sakurai remains unfazed by Kazura's betrayal as Aoi and Shizune alter history while Isao prepares for war.

Sakurai displays indifference toward Kazura's betrayal, emphasizing that Aoi's interaction with Shizune altered history because Puyi could not meet her. Isao informs Kazura that a war between America and Japan is inevitable based on a prophecy from his former fiancée, urging preparation. Aoi and Natsume infiltrate Isao's base, where subordinates plant bombs to destroy evidence and weaponry. Aoi is shocked to find Shizune with Isao. Kazura allows Aoi and Natsume to escape, explaining his motive is the future of Japan and Asia, before fleeing with Shizune and Isao. Upon arrival, Kazura is surprised to find Sakurai present.

Isao uses Shizune's visions to pressure Western powers during Puyi's inauguration

Aoi, Yukina, and Natsume search for Isao after Sakurai has been absent for three months. Meanwhile, construction continues in Xinjing for Puyi's accelerated inauguration as the new emperor of Manchukuo. With the atomic bomb incomplete, Isao utilizes Shizune's abilities to channel visions of the bombing to attending politicians. After securing the area, Isao issues an ultimatum to Western leaders, threatening to bomb Shanghai at midnight unless they release their Asian colonies.

Natsume's death prompts Kazura to return to allies while Isao dies protecting Yukina from Sakurai.

Natsume dies from injuries sustained fighting Kuse, requesting his death remain hidden from Yukina. This event convinces Kazura to stop living in the past and reunite with his former allies. Sakurai Kikan confronts Isao, who argues that humanity must witness tragedy to prevent future wars, but Shizune counters that his actions were motivated by his deceased fiancée. When Sakurai attacks Yukina, Isao intercepts the bullet and dies. Sakurai, who infiltrated the group to manipulate nuclear arms, has his memories erased by assistant Ichishi. Shizune also asks Ichishi to erase her memories to spare others her fate. Aoi and Kazura attempt to hijack a plane carrying an atomic bomb to drop it into the ocean. Only Kazura is seen escaping the crash, leaving Aoi’s fate unknown. Two years later, Yukina visits Feng Lan, who shows her a group photo from Hokuryou including Kazura. Yukina hears a poorly played violin reminiscent of Aoi, but sees the Japanese Army marching, signaling that war is imminent.
