Fairies responsible for weather are divided by season, with only fully trained individuals able to perform their duties. Sugar is a trainee Snow Fairy who, along with her companions, has completed their lessons but must now locate magical entities known as Twinkles. The fairies lack knowledge about what Twinkles are. They encounter a human girl named Saga, who has the rare ability to see them. Saga values a calm and structured lifestyle, making her an reluctant but necessary guide for the energetic and mischievous fairies.
