David Rockford, the world's most influential figure, attempts to recruit Golgo 13 permanently but is refused. In retaliation, Rockford freezes Golgo's financial assets using his wealth and connections. Golgo discovers Ou Kyouson, a Chinese expat leader in Taiwan with an extensive intelligence network, who hires Golgo to assassinate Rockford because Rockford is squeezing the expats for resources. Rockford flees to his Swiss villa and contacts the US president. The president warns Golgo to leave Switzerland or face all law enforcement agencies in exchange for ensuring his rigged re-election. Golgo shoots Rockford from a boat just outside the Swiss border.
