Tokuno organizes a rescue operation to retrieve Kachou and a boy from the Tokyo Tower. During their confinement, Kachou reveals the structure was built using American military tanks from the Korean War, while the boy admits to being the sole member of his investigation club. The precinct initially attempts to use the tower elevator, but it is non-functional. Ken observes the pair from Shiba Zoujou-ji Temple as they nearly fall. A rescue specialist and Natsumi ascend the stairs carrying a blowtorch to open a jammed door. Natsumi then uses a kernmantle rope to navigate strong winds and reach the pair. The specialist pulls them to safety, and Miyuki subsequently repairs the elevator.
