Kotobuki Ran, a self-proclaimed Kogal leader, spends time with friends engaging in activities like shopping and socializing while also tricking unsuspecting men into providing free meals. Their neighborhood in Shibuya faces threats from various groups and individuals, including older men, gangs, and competing Kogals. Ran, drawing strength from her background in a family of police officers, confronts these challenges alongside her friends.
