A Japanese-American officer joins a notoriously difficult police precinct in New York City. On his first day, he is assigned to work with a fellow officer known for using extreme and unorthodox methods to combat crime. This officer, nicknamed Sleepy by some and Mad Bull by others, is known for his aggressive tactics, including using lethal force against minor offenders and causing significant damage during operations. His behavior often leads to conflicts with his new partner and the precinct. However, his actions are later shown to have underlying justifications, such as funding a clinic and shelter for victims of abuse. A lieutenant later joins the two to assist with complex cases involving organized crime and drug trafficking. The series is influenced by the high-energy buddy cop films from the 1970s and 1980s.
