A mysterious object retrieved from the sea is identified by Dr. Ochanomizu as a Venus robot discarded twenty years ago. Atom discovers these robots, who have forgotten their original purpose, are constructing a city on the ocean floor while awaiting orders. Dr. Tenma, who knows of their existence, assumes the role of Captain and manipulates the robots into targeting Metro City with their cooling devices. The robots proceed toward the city, believing this mission ensures their happiness. Atom and Ochanomizu attempt to intervene, but a cooling system activates. To protect the citizens from the impending danger, Atom risks his own safety to rescue everyone in harm's way.
