Officer Morita talks with Officer Yamamoto about the Towa Organization, which opposes change and eliminates humans with special powers. Meanwhile, Kazuko Suema investigates a stalking incident from five years ago involving serial killer Nagi Kirima. Her search for the truth leads her to a mysterious girl named Touka Miyashita at the prefecture’s hospital. Additionally, 70 year old Miyo Kisaragi is discovered dead in her home, which is overgrown with vegetation. Morita reveals that the Towa Organization created a composite human named Snake Eye to hunt evolved humans. He admits to being the killer but repeatedly wipes Yamamoto's memory whenever he confesses the truth.
