Mina prepares for a global press conference after security tests confirm all members are human. Juneau Dermailles insults Akira and Veratos, prompting them to discuss their loyalty and the vampire race's survival atop a tower. Dermailles reports a missing agent and a stolen bomb. During the event, Mina announces vampire corporate support for the government, threatening to withdraw it if the Special Zone Establishment Bill fails. Akira and Veratos identify reporter Nicole Edelman as a vampire due to her scent of shade gel. She reveals she killed Dermailles' agent and stitched a bomb into her body. When Nicole attacks Mina, Akira restrains her and Veratos stabs her, incinerating her. The bomb activates, but Akira throws it into an elevator shaft, causing a small explosion. The bill is subsequently considered after the city witnesses the conference.
