Because Frieza cannot speak Namekian, his wish is denied. Porunga grants Dende’s wish to move everyone from Namek to Earth, excluding Goku and Frieza. This exception occurs at Goku’s request, as he insists on staying behind to complete his fight with Frieza. The group is upset by Goku’s choice, believing there is no escape from the planet’s imminent explosion.
