Goku and King Kai reach the Otherworld, where King Kai describes the galaxy's four quadrants, each governed by a Kai, with the Grand Kai overseeing them all. They proceed to the Grand Kai's planet and discover that Cell, Frieza, King Cold, and four deceased Ginyu Force members are causing chaos in hell. Consequently, Goku and Pikkon, a warrior from the west quadrant, are sent to resolve the situation. Upon arrival, Goku handles the Ginyu Force members, while Pikkon demonstrates his immense strength by eliminating the remaining troublemakers. This mission ensures order is restored to the troubled realm under the watchful eyes of the quadrant Kais.
