Golgo 13 checks into a hotel during Christmas and attracts the attention of Dahl, a detective investigating local crimes. After a pickpocket detects a weapon on Golgo, Dahl investigates and determines he is not the culprit but a professional on a mission. Meanwhile, Tommy Nabarro, a syndicate underboss with knowledge of crimes linking to a senator, is bailed and stays at the same hotel. On Christmas day, Golgo assassinates Nabarro from his room by making him turn around, creating the illusion that the shooter was at street level. Afterward, Golgo checks out and passes Dahl, who is relieved the killing occurred outside the premises.
