Division 2 provides security for the Babylon Project Conference, a likely terrorist target. After a cleaning lady discovers two men sleeping in a toilet, Goto pursues them as they flee to the building's top via a lift. The terrorists detonate their bomb, partially destroying a restaurant platform and rendering the structure unstable. Division 2 Labors ascend to arrest the suspects, who have taken the barman hostage. One terrorist threatens Division 2 with dynamite, which then explodes, further destabilizing the restaurant. The structure risks collapsing onto a jet fuel pipe below, which could trigger a massive explosion. Noa and Ohta must prevent the restaurant from falling, save the barman, and apprehend the terrorists inside.
