Shige arrives in New York for training with the Police Labor Division but immediately insults a cab driver who attempts to shoot him with a machine gun. Kanuka rescues him by destroying the vehicle with a bazooka. Upon reaching the labor hangar, the situation becomes increasingly bizarre as the New York Labor team headquarters is revealed to be an underground base located beneath Hudson Bay. This unit is known as the Crime Labor Attack Team, or CLAT. The members of this team appear strikingly familiar to a specific police Labor team in Japan, raising questions about their connection.
