An engineer from the impoverished nation of El-Tanica arrives at ISPV 7 to test a new spacesuit. Initially rejected by other departments due to his country's low status, the Debris Section volunteers to assist with basic procedures under Claire's supervision. Claire is revealed to be a native of El-Tanica. During final tests in outer space, Hakim receives orders from INTO to arrest the engineer and return him to El-Tanica. Hachimaki buys time to complete the tests, which succeed. Claire prevents Hakim from making the arrest, but the engineer accepts custody, having proven that third-world countries can reach space.
