Ep. 21: Testament device summoned by Aleister to target magic users while Touma confronts Vento
Tsuchimikado fights a spectral entity allied with Vento against unconscious Academy City residents. Touma contacts Accelerator via Last Order’s phone, learning Amata has captured her alive. Aleister authorizes Testament to summon an angel targeting magic users. Touma, Index, and Mikoto approach the site, where Index identifies the angel as Hyouka. Mikoto engages Hound Dogs while Index explains Vento’s Divine Retribution, which targets those feeling specific emotions toward her, noting Hyouka is not a standard angel. Touma instructs Index to collaborate with Mikoto to combine magic and science knowledge. Accelerator infiltrates Hound Dogs headquarters to confront Amata. Touma witnesses Hyouka’s controlled state, feeling helpless as using his right hand would kill her. Vento appears, threatening both, prompting Touma to defend Hyouka.
