Superintendent Yakushiji halts office duties after receiving an email from the Paris District Police Department. Assistant Inspector Izumida meets with Superintendent Muromachi to discuss her private investigation into Shiba and its enigmatic ruler, the Queen of Shiba. Weeks later, a bill restricting amakudari passes, supported by a secret group of rogue police officials led by the Queen. A smear campaign targeting Yakushiji’s reputation within the Tokyo Metropolitan Police Department follows. Amidst the media frenzy, Yakushiji appears and escorts Izumida to infiltrate a JPP stronghold in the Greater Tokyo Area. There, they uncover a teenager in her early teens who bears an exact resemblance to Izumida.
