Dr. Ochanomizu and Atom attend the inauguration of Deep City, an underground metropolis designed to preserve the surface environment. The city’s creator, Dr. Sebastian, discovers that the essential environmental restoration system is a fake. Mayor Manny, prioritizing honor over budget, withheld funds for this critical infrastructure. Upon being imprisoned for exposing the fraud, Dr. Sebastian releases Chemical A, a plant growth formula, to halt the city’s operation and prevent planetary pollution. This action causes trees to mutate into monstrous entities that attack the inhabitants. Atom attempts to rescue fleeing citizens, but the rampaging flora overwhelms his efforts. He must urgently devise a method to stop the accelerated tree growth and save the people trapped within the city.
