The Warriors board an ocean cruise liner to apprehend drug syndicate target 19, also known as Dragon Tail. Their mission is complicated by the presence of Yugi and Matsuri on the same vessel. Rio encounters agent 19, who charms her and renders her ineffective. The anticipated drug deal proves to be a trap designed to eliminate the Warriors. They must confront agent 19 and his young female assassin, who is a drug addict wielding a knife. May and Rio defeat their opponents. Before dying, 19 reveals he was hired specifically to assassinate the Warriors.
