Dr. Slump constructs a device capable of transforming any target selected by the user. Arale employs this tool to alter Yamabuki into Slump's spouse and subsequently changes the doctor into a sea monster. Seeking to emulate Gatchan's ability to fly, Dr. Slump creates a flying machine for her. Following a test flight, Arale lands within the Weatherman's territory and proceeds to manipulate the weather for amusement.
