Although Cell's power is diminished, Goku's stamina is far more exhausted, making him unable to continue fighting effectively. Recognizing his inability to prevail, Goku concedes the match and declares Cell the winner. This admission leaves both the Z Fighters and Cell in a state of disbelief, as the outcome contradicts their expectations of the battle's conclusion.
